New Eastern Villages allocated 8,875 homes in emerging Local Plan

Swindon Borough Council has moved its emerging Local Plan a step closer to adoption, with the New Eastern Villages set to remain the largest strategic allocation in the borough.
At its meeting on 1 July 2026, the council’s Cabinet agreed to recommend that the emerging Swindon Local Plan 2043 be published for its Regulation 19 stage, the formal consultation that precedes submission to the Secretary of State. Under the current timetable the plan is expected to be published in the autumn and submitted for examination by the end of the year, with adoption anticipated in early 2028.
The draft plan identifies the New Eastern Villages as Policy SDA07 and expects it to deliver 8,875 new homes over the plan period. That is an increase on the up to 8,000 homes allocated in the adopted Swindon Local Plan 2026, and reflects the detailed masterplanning and outline consents that have come forward across the area in the years since.
Within the allocation, the site identified as Great Stall East and Lotmead is the single largest parcel, with an indicative capacity of 4,050 homes across 165 hectares. Capital Land holds a substantial interest in this part of the New Eastern Villages and secured outline planning permission for Great Stall East in 2020.
The plan sets the borough a housing requirement of at least 1,203 homes a year, or 24,060 across the period from 2023 to 2043. Meeting that figure will rely heavily on the strategic sites in east Swindon, where infrastructure including the Southern Connector Road is already being brought forward.
